You can launch the iTunes MiniPlayer in iTunes for Windows from the View menu. Choose View > Show MiniPlayer options from the Menu Bar.

Use the iTunes MiniPlayer
The MiniPlayer takes up very little space on your screen, and still lets you adjust the volume, search for songs, choose which songs play next, and more.
The MiniPlayer displays the album artwork for the song that’s playing. When you move the pointer over the artwork, controls and song information appear.
You can also shrink the MiniPlayer to an even smaller size.
- Open the MiniPlayer: Choose View > Switch to MiniPlayer.
- View and edit a list of upcoming songs: Click the Up Next button

- Keep the MiniPlayer in the foreground on your desktop: Choose Edit > Preferences, click Advanced, and select “Keep MiniPlayer on top of all other windows.”

Thank you for your post. I am already aware of the Mini player interface, which unfortunately isn't the solution I was after. Although it can fix itself to a set location and can make some tasks easier whilst playing music, it doesn't "pop up" with the current playing song like it did for the previous iTunes builds for Windows in the past. However, as I pointed out before, Apple platforms have never lost this feature, even with the current build.
