You can, but sharing an Apple ID means that most content will be shared, including contacts, calendars, messages, notes, phone call lists, etc. So if both devices are yours go ahead. But if they belong to different people they should have separate iCloud Apple IDs. If you want to share only some content you can set up family sharing: Family Sharing - Apple Support

I have 5 devices (2 iPads, 1 iPhones, 2 MacBooks) that I am the sole user of. Using the same Apple ID on all 4 allows me to keep documents in iCloud drive and view/edit them on whichever platform I'm using at the moment. If I update a calendar on one of them the change appears on all of them. If I add or change a contact on one it is updated on all. Notes that I create on one are accessible on the other devices immediately. My photo library is replicated on all of them. And the 50 GB that I pay 99¢ month for is used by all 3 iOS devices for automatic daily backups.
When you should NOT share an Apple ID across devices is if the are not used by the same person.
