If this cache is corrupted, iTunes cannot sync new photos.
Has your Photos Library been enabled as the System Photos Library? Check the Phots Preferences > General
The option "Use as System Photo Library" should be greyed out. If it is not grayed out, click it. Then Restart Photos and iTunes.

Thank you for the suggestions. I have put the pod photo cache in the trash (and emptied it). I've checked that 'Use as system photo library' is greyed out (it is). Syncing with my iPhone with iTunes now lets me sync all the albums except the most recent ones with photos from January in them. I've tried only syncing a few to see if it is one corrupt file causing the problem, but even if it is 1 or 2 recent photos (from different cameras), the album appears empty in the iTunes sync window. Would love to hear if you have any other suggestions,
