I understand that the volume of your voice mail is extremely low. I would start by taking a look at the following article to troubleshoot your iPhone's speaker.
If you hear no sound or distorted sound from your iPhone, iPad, or iPod touch speaker

I never noticed the SPEAKER button there before. I had set the speaker button as a default for my regular calls and thought it would do it, But recently I finally paid attention and noticed the SPEAKER button just for Voice mail. PROBLEM SOLVED. So simple :
