Cursor eratic behavior in OS X 10.11.3

Just updated to OS X El Capitan 10.11.3 causing my cursor to change in behavior. When I put my cursor over an option, it does not highlight the option until I move the cursor above the option. I noticed this in Facebook, Amazon and Firefox. It has made me more than I want to choose wrongly. Anyone else notice this? It occurred now when I tried selecting the category for this post. Annoying.
