Can not change country

i can not change the country to the one i m living now, how come?

You must spend your balance before you can change stores.

If your store credit is less than the cost of a single item on the iTunes Store, App Store, iBooks Store, or Mac App Store, you can add a credit card to your account. When you buy an item, you will use the remaining store credit and charge the remainder of the purchase to your credit card.

If you don't have a credit card, contact iTunes Store support.

The billing address has to match the country store that you want to use. In other words, if you were in country A but moved to country B, you have to remove the balance in Country A before you can switch stores. The credit card that you used in Country A has to be tied to an address in country A. If that's no longer possible, contact iTunes Store Support at the link provided above and they can help you.
