get error code 1429 ( i can't restore my 4th gen shuffle

A Reset (restart) for a shuffle is to put the power switch in the OFF position for at least 10 seconds.

If you are able to initiate a Restore using iTunes, that must mean the shuffle still appears in iTunes when connected. This is Apple's document with advice for that error.
