It looks like the administrator password on your Mac isn't being accepted when you try to unlock System Preferences panes. If you can't unlock the lock by entering the user account password, you can reset it using the steps in the "If you don't know your password" section of Change or reset a user account password on your Mac.

and change the password if there is a chance the child has discovered a
known method of getting past the main premise of Parental Control...
A workaround allows anyone with physical access and an understanding
of the basic admin reset capability of an admin or other user, to change
the main account password and then use the computer without Parental
Controls. Some kids can do this and will change it back before being found
out; others may change it and forget to set the account back. A few figure
there are ways of making additional Admin level accounts you may know
nothing about and use one for their own internet access, w/o controls.
Although your situation may not be like some cited in these discussions, it
is a good idea to be watchful and keep a pleasant understanding of why
you have limits or guided steps for a child to follow, even if friends online
may have incited by example, a method of removing Parental Control.
