Of course there is a slim possibility that the requirements are set wrongly in the store but I doubt it. iPad 2 has some of the new features of GarageBand, but not others, so clearly it isn't considered powerful enough for some tasks.

I think you're correct and its a mistake and the app will now work because the iPad is not powerful enough.
