photos and videos in text messages don't open

iPhone 5c. 9.2 OS. Whenever someone sends me a text message that includes a photo or video, I get a box that reads: "Tap To Download" with information showing the type and size of the file. When I tap the icon, it changes to "Downloading"...but nothing ever downloads and the the original "Tap To Download" message reappears. This error just recently began - I've been sending and receiving texts with attached pictures and videos flawlessly for almost a year. What's up?

Thanks so much for your prompt reply.

Icon appears showing Wi-Fi connection is good. Checked Wi-Fi in settings and that is also showing a good connection. Checked settings and MMS messaging is shown as "On".

I'll contact AT&T. Is there anything specific I need to tell them regarding MMS messaging?..other than the fact that it does not appear to be active on my phone? If you were reporting this problem, what would you ask them?

Your data speeds might have been reduced to 3G or 2g speeds causing slow data transfer (pics, videos etc). So when you call, maybe see if your plan changed to include a data cap because while you may have unlimited messaging, onced you've used a certain amount, they reduce your speeds to 3G, 2G. It know it ***** because I've experienced the same thing. Dont be afraid to ask them directly about what you're experiencing. Good luck!
