Hi danefrombc,
I don't see the Samsung SCX 4200 printer on the compatible list for OS X El Capitan either. Check with Samsung to see if they have an updated driver for this printer.

Take care,
THanks for trying, Judy. I contacted Samsung and was told they have no idea when updated drivers will be available. :-(
Same issue here with an ML-1610.
I have a 2011 Macbook Pro with 10.11.4 installed.
The ML1610 driver does install but won't print.
Strange enough, on my girlfriend's white 2009 Macbook, also with El Capitan, I can print flawlessly.
There it is installed with Splix, but years ago when Show Leopard was still on it. So the driver survived the OSX upgrades over the years.
I am now unable to install Splix on my MBP.
The driver does install (I selected the closest: ML-1630) and during printer the printer seems to start but does not print and not leave any error message. It is not a problem with the printer itself as it prints flawlessly with the other Macbook and from Ubuntu.
Here the install screen:
Here a screenshot of the print popup in 'Preview' app.
The only way to print for me is using an Ubuntu 16.04 Virtual Box on my Mac and print from there. That also uses CUPS, so why not natively on the Mac ?
Thanks for the effort, but this did not work.
Again, via Linux in VirtualBox on the same MBP it worked flawlessly.
The HPIJS is for 10.8 Mountain Lion at most, so I didn't try it on El Capitan.
Problems after update to El Capitan
El Caption OSX no longer support SCX-4200 natively, so need to use Samsung software, and the closest one I can find is SCX-4600 and when checking the software, I noticed is it using the universal TWIN SCAN engine, so I am comfortable it will work.
