    There are two ways:

     

    1 - when you connect your camera or iPhone to your Mac and Photos opens go to the Import window and uncheck this checkbox:

    However, if you're using a camera with a memory card and reformat that card Photos will think it's a different camera and Photos will open again.

     

    2 - to permanently disable Photos, iPhoto or Image Capture form opening automatically when any camera is attached paste the following command into the Terminal window followed by the Return or Enter key:

    defaults -currentHost write com.apple.ImageCapture disableHotPlug -bool YES

    Change Yes to No to reverse the command
