Table: "move with text--around" option reverts to "stay on page"

I'm running Pages 5.6.1 on MacBook Pro (Retina, 15-inch, Mid 2015, 10.11.3). 2.8 GHz Intel Core i7, 16 GB 1600 MHz DDR3, 1 TB flash.

The issue I'm having (and frankly, have frequently) is that when I have a table or image embedded within a Pages document, I have problems setting that table or image to "move with text--around." Under format--> arrange--> object placement-->move with text, inevitably the "text wrap" option changes to "inline with text." However I don't want the "inline with text" option selected, I want the text to wrap around the image. After scouring other threads I found the suggestion that this has to do with the front-back arrangement of objects and that the image/table needs to be sent to the front for this to be possible. However, these options are entirely greyed out during this entire endeavor.

Anything you can do do help would be appreciated, Internet.

As it turns out, I can still assign wrap as Around to the image and select move with text placement for it. However, the table refuses these settings, and jumps back to Stay on Page, while retaining wrap as Around. The application is hard-wired to do that, and nothing we end-users can do about this while continuing to use Pages v5.6.1.

Pages '09 v4.3 has the same behavior for tables too. Moves with Text (Inline) only provides above and below wrap options, whereas floating (doesn't move with text) provides all wrap options.

I see. In review of many of my documents, I will occasionally find some tables and images to be set to "Stay on Page...Around" implying that there is either some way to reach this state besides the method you and I attempt, or that a previous version of Pages allowed this formatting--but as you've verified, Pages 4.3 behaves comparably. It is frustrating indeed.

Thank you for confirming that what I am attempting is not possible with Pages 5.6.1.

There have been posts into the Pages community of users importing Word documents, and Pages honoring that layout, even when it would deny the user that original formatting capability in Pages. I don't have a link, and it has been awhile, but I believe that was the context of the post that I read sometime last year. Don't recall the Pages version either.
