If I understand correctly, there's an issue making an in-app purchase of gems on your iPad. Try taking a look at the article linked below, which provides information about making in-app purchases, and verify that your Apple ID payment information is up to date.

Make an in-app purchase
You can make in-app purchases in apps that offer them.
You need to enter your Apple ID password to make in-app purchases. You have two password options to choose from with in-app purchases:
- Always Require: When you make a purchase, you'll always be asked to enter your password, even if you're logged in with your Apple ID.
- Require After 15 Minutes: When you make a purchase, you'll be asked to enter your password only every 15 minutes.
You can also set up Touch ID to make in-app purchases. Learn how to manage your password preferences.
If you have trouble making an in-app purchase, make sure that your payment information is up to date.
