I have an iPhone 4S and I've recently upgraded to iOS 9.2.1. after that I have been always charged for cellular data even when I'm using Wi-Fi. I've turned of iMessage and I did contact my service provider. they couldn't find a reason at all. how to fix this issue?

I did turn off cellular data and data roaming. but I still get charged for it. thank you for the reply anyway.
If you have turned it off, and also turned off Roaming, then there should be no usage whatsoever. The carrier needs to sort this out. With those options turned off, no cellular data is used by the iOS device.
