does large mailbox email count slow down send and receive?

I have over 30,000 emails in the inbox and about half as many in the sent folder.

Will that slow down and even time out send and receive?

Having issues were downloading mail is glacially slow and sending some times never goes.

Watching the activity monitor shows anywhere from 0 kbs to 100 kbs.

Any info would be greatly appreciated.

30,000 is somewhat excessive, but assuming you're using IMAP it's not likely to be the source of your problem (unless there's some disk-related problem).

The first question is whether other network activities are also affected, or if it's just mail.

If it is just email, is it just one account? or multiple accounts (try setting up a gmail account and see if that suffers, too). It may be a server-side problem that you're seeing, in which case there's nothing you can do on your mail client that will make a difference.
