How are you trying to move the photos to your external drive, and where does it fail?

Which photo application are you using?  iPhoto, Photos for Mac?  Which version of MacOS X is installed on your MAcBook Air?

If you want to move a photo library (iPhoto Library, Photos Library) to an external drive, the file system of the drive needs to be MAcOS Extended (Journaled).  If you used this drive previously with a PV it will probably have a different file system.  How is the drive formatted?

To find out  the filesystem of the drive, select the icon of the drive  in the Finder and press the key combination ⌘I  (short for "File > Get Info").

The Info panel will show the file system in the General section:

If the file system is not MacOS Extended (Journaled), reformat the drive with Disk Utility before you move any data to it.  Formatting will erase the drive, so you need to copy all data to a different drive, before you reformat it.

The procedure is explained here for Aperture, but the same goes for Photos:  Format external drives to Mac OS Extended before using with Aperture - Apple Support
