Q: family sharing setup

I am having a difficult time setting up Family Sharing.  I have a MAC and an iPad, iPhone, my wife's iPhone and iPad as well.  I just want to add her into the sharing, but am never asked.  i just keep getting looped back to the same point (asking me to enter payment method...which i have done),  It never asks me to enter family members. HELP?

    There is no payment involved. Where you trying to access Family Sharing?

    You need to log into iCloud in your mac, go to System Preferences->iCloud and click on "Manage Family". There you can enter the Apple ID of your family members and send them the invite. Once they accept it they will be recognized as such. You will be the family "organizer".
