Specific items from a backup

My mom had over 5500 photos on her 16 GB iPhone 6, which was obviously causing some issues. The only way I could figure out to get those pictures deleted for real was to restore her phone(there were too many to go into the recently deleted album and select delete all). I didn't want to restore from the backup of her phone because I didn't want to restore all of those pictures. The only thing she's annoyed with me over is the loss of her notes. Are they gone forever or is there a way to get those back if I backed up to iCloud before restoring?
