split view no longer works

Since the most recent update to Mac OS X 10.11.3 I have not been able to make split view work. If I click the green "full screen" button and hold it, the window will not drag with the mouse; no blue areas to show where I want it located or choices of companion split view apps are available. If I release the button, I end up in full screen mode. I cannot drag windows into the full screen space seen in Mission Control to force split view that way.

There are no apparent options within System Preferences to turn split view on and off, and I haven't been able to detect any setting where I've disabled it inadvertently.

I assume this is just dumb user error. If anyone can help out, I'd appreciate it.

For general information about Split View, see these support articles:

Use two Mac apps side by side in Split View

Focus on apps in full screen or Split View

Please note the following points:

1. If some apps open in Split View and others don't, the latter need to be updated by their developers to support it. If an app doesn't support full-screen mode, it also doesn't support Split View.

2. If no apps open in Split View, follow the instructions in the first support article linked above to enable "Displays have separate spaces."
