can i use ipad air without carrier?

I'm shopping for an ipad for college graduation gift for my daughter. We don't mind used equipment so I am considering an ipad Air 2 and would like to maximize storage. If I find a good deal on this item but it has carrier capacity, I want to know if it will work if I try to use it only on Wifi (just don't activate with my carrier).
