I also don't have the icicle...is that a problem as well?
Well.... several possible reasons.
You have set Logic's audio preferences up correctly as per the manual yes, selecting the Scarlett as your Input and Output device.

Do NOT have Phantom power enabled when plugging/unplugging the mic.
Why do you have surround selected for an output? What other option do you have? Choose Stereo or 1 & 2.
Logic won't set things up for you, you might want to read the manual regarding Logic's preferences.
Sound will be coming out of the Scarlett so you want headphones and/or speakers plugged into the Scarlett. The Blue Spark takes phantom power so that must be on and the switch should be set to Line, pad out gain at least 50%
