Powerbook G4 Aluminum 1.67GHZ Battery "Not Charging"

The Battery status in the menu bar shows "Not Charging". Apple Help says this is because the power supply is strong enough to run the computer but not charge the battery. However, I'm using OEM power supply rated 65W 24.5V output, have checked voltage output and is OK. What else could be not working?

The battery may have passes its charge-cycle limit, so it needs to be replaced.

Kenichi, thanks for your help! Not only did the battery being used have this problem but so did another one that I thought was good. When both of those gave the same result I thought surely there was some kind of hardware problem. Fortunately I had a third battery in reserve that had not been used much and as soon as it was installed the problem went away.
