If this doesn't help, I believe these troubleshooting steps may change the situation. They should work on OS X El Capitan as well.

I had similar situation with my router Dlink. Somehow some router is PC friendly and not Mac friendly although they supported it too. So what I did is I bought myself Apple Airport Express to replace my router. Guess what? All the slow wifi and drop wifi signal are gone.
