iMovie iOS - keep project videos offline

I have a few iMovie projects I work on from time to time, but because everything gets dumped on iCloud i have a problem when picking my projects up, of having to wait ages for the content to be downloaded first before I can continue working on it. living in Vietnam with so so internet it takes ages.

So my question is, can I keep videos related to my projects offline?

Is there a setting to do this?

If not then seriously suggest one is implemented as an option as this is driving me nuts!
