If/When i turn location services OFF can an app still track my location through other means?

So i want to know how private my data should be when turning location services off.

When i turn it off, can an app still track my location through other ways.

EX: making a comparison of the IP address i connect to (wi-fi, bluetooth, or cellular)and known IP addresses and their locations.
