why is my apple ID not associating with my iTunes connect account

I am trying to publish an iBook using IBooks author.

I have set up an iTunes producer account and an iTunes connect account.

However when i try to login from the publishing page my Apple ID is not associated with an iTunes connect account.

I have verified the e-mail and tried to reset it up.
