I had the same issue in iOS 9.2, and was able to login using the following steps:

1. Go to Settings

2. Select Wi-Fi

3. Click on the "i" information bubble next to the hotel wireless SSID

4. Turn on Auto-Join

5. Turn off Auto-Login, then tap the back arrow

6. Select the hotel wireless SSID (e.g. mine was GlobalSuiteWireless).

7. It should show a checkmark next to the SSID when it connects. Also, you should see the Wi-Fi icon replace 4G LTE at the top of your screen. However, now the captive network auto-login page should not pop up automatically.

8. Go to Safari, or your favorite browser, and enter the URL for the hotel login page. Mine was "www.globalsuitewireless.net" and it was printed on the same sheet as the instructions to login to the hotel wireless/wired network. If you don't know the URL, try doing a google search -- it may re-direct you to the URL automatically.

9. Proceed to login via the web browser and the keyboard should now pop up automatically.

I hope this helps!
