Q: How/Can I use Family Sharing to lock the "Find my iPhone" setting

My company has purchase many iPads for the employees.  Because they are the "company's devices", we want to track and control the wiping of the them incase of stolen/mis-placed/fired employee.

 

In the past before Family Sharing, we used the same iCloud password on all devices. We have to teach people to not activate iCloud on their Photos or other configurations; else, their pictures will populate to all other company devices.

 

When I tested Family Sharing, I can create a master account as well as a individual accounts.  The devices can only seem to activate Find my iPhone on the individual accounts thus the individual accounts can also de-activate Find my iPhone.  We don't want that; I want Find my iPhone activated under the Family Sharing account so that the end users can't deactivate the location/wipe service.  Is this possible?  Has anyone successfully assigned their iOS (and Macs) to an account that can't be de-actived by the end user?

 

What about Mobile Device Management?  Can my scenario be created there?  With Apple's Server software?  With any other MDM software?
