Do Visa Gift Cards work with Apple Pay?

I see banks which issue cards and store cards but what about visa gift cards? For example at CVS their VISA gift cards are issued by The Banc Corp which is said to support Apple Pay. However, trying to add one of these gift cards to wallet failed. I'm trying to avoid using real credit cards when integrating with CyberSource and ApplePay. Cybersource doesn't seem to act as a test intermediary for apple pay like Stripe supports. Any info on visa gift cards or more experience with Apple Pay and Cybersource than exists in cybersource.com online docs would be appreciated.
