No it is not possible. You can use iCloud to store photos using the Photos app, and iCloud Photo Library:

To save your photos in a cloud service, you would need to use Dropbox or a similar cloud service.

You should be able to put pretty much anything you want in the iCloud Drive folder I would think. I don't see why not, anyway.

It would make more sense to just get an external hard drive and back up to that, though.

This is plain WRONG.

In ANY application that has a Save dialog, you can choose to save in iCloud. Just select iCloud Drive in the sidebar and you can use it like any other drive - create folders, etc.
