I-Phone pulls contacts from Outlook and not Exchange.

We are using an Exchange 2007 server in the work environment and it seems if you put in the exchange credentials in the I-Phone settings, it syncs the calendar information fine. However, it does not sync the Contact information that's listed on the Exchange Server, instead it syncs to your personal contacts address book in Microsoft Outlook 2013. Why is this happening? How can we get the I-Phone to pull contacts from Microsoft Exchange Server and not Outlook 2013 personal address book?

Our goal is to sync the entire companies contact list to our cell phones. That way we can call anyone from the company without looking up their number. Can this be done?

We are using I-Phone 6 with the latest iOS update 9.2
