Safari Isn't Remembering Logins

Anytime I visit sites like Google, Amazon, IMBD, Instapaper, wherever,

I'm always having to key in my username/password.

Autofill helps, but that's not the point. Safari's not remembering the login info.

And it has noting to do with Keychain, if that's what you're thinking.

I've NEVER had this problem before iOS 9.

In Settings, everything that should be on/off is on/off.

Tracking's on, cookies are on ....

What's going on here? More importantly, how do I fix it??

iPad mini 4 Wi-Fi, Cellular, iOS 9.2.1

If you are running iOS 9 when using Safari and when you tap into the login screens of various websites, when the iOS onboard software keyboard pops up, in the upper left of the keyboard, above the main keyboard keys, there should be the word password that you can tap on to save the current password for that website.
