I'ld like to share iMovies I create and Photos from my file with family members without allowing them to use my apple ID to make purchases. Any help?

Use Home Sharing to share iTunes content with other devices - Apple Support
apple requires the ID to share over their software.
Since Home Sharing does require sharing the Apple ID and as such you may consider that to be unsuitable consider using a totally different approach that does not involve iTunes.
If you use Kodi.TV or Plex you can make one computer the 'server' and make others the clients.
As far as I can see Plex while it did have integration with iPhoto still does not have integration with the new 'Photos' app as used in Yosemite and El Capitan. However it appears there is a means to do this in Kodi.TV - see http://forum.kodi.tv/showthread.php?tid=245721
