Apps still don't show in my privacy photo settings, even when I enabled access

OK so, I have an iPad, and I just switched icloud accounts, and back to the original account I got the app from, and since then I get that message saying that I need to change the settings under privacy>photos. I've done that so many times along with restarting, shutting down, deleting the app, and I enabled access under photos. Im using a drawing app called art studio, im not sure if I have to plug it into my computer and restart/update it or what...I've tried everything and it seems to be this single app that's giving me a problem...help! I use this for my work/art so I really need this app to work soon.

I understand that you're seeing some odd behavior from your iPhone's privacy settings. In such a situation it can often help to reset your Location & Privacy settings, as detailed below.

If you would like to reset all of your location settings to the factory default, go to Settings > General > Reset and tap Reset Location & Privacy. When your location and privacy settings are reset, apps will stop using your location until you grant them permission.
