Podcasts seem to be downloading, but are not

This problem just began on Monday, Feb. 1. My new podcast episodes seem to download, I get the downloading icon next to each episode, but upon completion, they still show the cloud icon, and are unavailable without a WiFi connection. When I try to listen offline, I get the prompt to let the app use cellular data, which I simply won't do. I do most of my listening offline (running, driving, gym) to save on data and this has never been a problem before. I've checked all my settings for storage and automatic downloading, but can't find a solution. Please help!
