Are these apps still free for iOS 9.x users?

Does anyone know if this promotion still applies to iOS 9 devices, or if you skipped the upgrade to 8 and went right to 9? All my devices purchased this winter (December 2015) shipped with iOS 9.x and show fees for Keynote, Pages, Numbers, iMovie, and GarageBand now. Additionally, I have a few devices purchased after September 1, 2013, that had iOS 7.x that we upgrade right to 9 and those apps are showing a charge too.
