I am unable to download any apps to my ipad mini.

I switched from AT&T to T-Mobile and still have the same problme.

I have reset the ipad many times with no change.

What happens when you try to download an app?

If there is an error message, what is the exact

complete text of that error message?

This is what it looks like. No error message Just standing still. Other people have complained about the same thing late last year
