What is weird per app vpn - com.apple.NetworkExtension.NetworkServiceProxy

I have this "per-app"vpn on my iPad. "com.apple.NetworkExtension.NetworkServiceProxy". The info says it points to the Server make.apple.services.fast. Is this a Virus? How do I delete a VPN? A network reset didn't remove it. 9.2.1
