iPad mini 2 can deleting apps does not free space.

I Have been having problems freeing up space on my iPad mini 2 32 gigabyte model. I have had it since Christmas last year, and am having trouble with storage space. I needed to get a new app, so I deleted one of my largest apps, world of tanks, which takes up 2.2 gigabytes. After I deleted the app, it stopped showing up in the apps list under storage, but it still shows that I have no space left. I deleted an additional gigabyte of apps, and it still shows no space open, and won't let me download apps. I have restarted my iPad multiple times, but it still doesn't work.
