iCloud will not downgrade from my devices

I upgraded to 50 GB of iCloud storage some time ago. Now i do not need the storage and am attempting to use manage storage in settings>iCloud>Change storage plan>downgrade options, but I choose Free 5Gb, but "Done" is grayed out and won't allow me to downgrade??

This is happening on iPad2, iMac, and iPhone

What am I missing?
