my ipad mini can't sign in to appstore and icloud, i recive error devices not support your apple id is valid but ipad is not qualified for icloud

Is this a company device or do you have restrictions Enabled.

Could you solve the issue? I am having the same problem. I can add my id in the app store but not in iCloud....
