How can you send a Photo as a JPEG?

I am trying to send photos using Mail version 9.1 as a JPEG file attachment rather than the actual photo and need help.

Mac mini (Late 2014), OS X El Capitan (10.11.1)

I did get the answer to my question. Click on attachments, select your photo and move it to mail. It will appear as a photo. Then press the control button and click on the photo. From the drop down menu choose "View as icon".
