Q: Calendar server delegates problems

Migrated from 10.8 Server on which we had a complex delegate set up for calendars. After migrating to 10.11 all the delegates disappeared. The resources and locations seemed to be there but were not visible until I re-added the delegate group to each location/resource.

I have a script of sorts which we use to add new users as delegates to every one else's calendar and everyone else to theirs but this no longer works as calendarserver_manage_principals wont run. The first time I ran the command I got error saying the it calendar server required pytz. Installed that then python-dateutils was requested, Installed that...

Now when i run sudo calendarserver_manage_principals -v --(any command) I get:

Converting augments.xml

Can't start or connect to postgres: No module named Foundation

I can't find any info about this, any clues?

What I have tried so far:

Removing and re-adding the server app. Restarting the server. Repairing the drive.

I can also manually add delegates but with 70 users all needing to see each others calendars thats 4900 manual entries which would take the rest of my career.
