windows wont detect iphone 5s, while mac will

ok,so i have three windows computers, none of them detect my iphone 5s, nor do they charge it, i tried on a public library's mac, my iphone got detected and it did charge, my windows did not detect my iphone in recovery mode, my itunes can connect to itunes store, i have no antivirus or security software installed, the usb wire is brand new as it came with my brother's iphone 6s+,ive tried restarting something called "AMD" or something like that and ive already tried deleting the folder "lock down" and restarting, my itunes version is 12.3.2.35, my iphone in on ios 9.2.1.
