Just got an iPad Mini 2. the iCloud Drive doesn't show the Pages or Numbers folders that appear in iCloud drive on my Macbook Air or in iCloud on the web. Is this because I have to pay for Pages and Numbers on my iPad (which I find bizarre as they come built-in to OSX......)?

What makes you think you have to pay for Pages etc.
Because my iPad Mini 2 doesn't have Pages, Numbers or Keynote, and if I go to the App store, they are paid items? There's no free download as far as I can see.
Try signing out of your account and back in to it and try again.
Hi - sorry for the delay in posting back - the folders suddenly "appeared" in the iPad iCloud drive - didn't need to turn off and turn on!
Fortunately I'm also 2 months in to a free year of Office 365 - so don't need Pages or Numbers (yet) on my iPad.
Though why they aren't a free download beats me...
They are a free download for qualifying devices (activated after September 1, 2013) which I believe the iPad mini 2 is (November 12, 2013), which is why I suggested you log out of and back into your account
Still showing as a paid-for app....
Have you registered your iPad purchase to your ID.
