Apple Pay and "Foreign" transactions
If I use Apple Pay outside the U.S. and my underlying U.S. issued credit card does not charge a foreign transaction fee, will Apple add one? Who controls the exchange rate?

Fees and exchange rates are controlled by your card issuer, not by Apple. Apple will not charge you any fees for using Apple Pay, whether at home or abroad.
If you do intend to use Apple Pay abroad, remember to advise your card issuer of your travel plans beforehand. Your card may otherwise be blocked as part of the bank's security measures.
