Ipod says connect to power, shuts off, turns back on, and repeats while it is connected to a power source

I haven't used my Ipod in a few months, and I knew it was dead so I plugged it in to my computer and it turned on and said connect to power and shut back off. Then it turned on again and repeated the cycle many times. I tried to plug it in to my wall instead, but it's the same thing. Is the battery shot or something?
