Siri Option not available

Just bought an iPad 3 running IOS 9.2.1.


In the General Settings, I can't see any Siri Option nor can I see the Dictation Option in the Keyboard settings.

The Restrictions setting is set to Off.


I am sure that this iPad model (MD-368C/A) IS Siri compatible.

Does Siri have to be downloaded and installed separately ?

iMac, OS X El Capitan (10.11.2), Core i7, SSD, 12 GB Ram.

Nothing happens when I hold down the Home button.

And the microphone key doesn't show on the keyboard (it sits to the left of the space bar on my other iPad 3).


I can't activate Siri and Dictation in the Settings, as they won't even show.

They are not even greyed out : they are not there.


A friend suggested me to wait until the next IOS update and update it through iTunes instead of updating from the Wifi connection.

The whole IOS should then be re-downloaded, instead of the mere updated files.

Do you think he is right ?
