That's the activation lock and it's meant to be a theft deterrent device (not accusing, just saying)
You must have the original owner's apple ID and password to wipe the device.
That's what I thought...Unfortunately I don't have that as I bought it used.
Contact the seller you bought it from is the only way.
Yeah, either getting the ID and password from them or get your money back.
They either sold you something stolen or something they bought from someone that didn't know how to properly wipe it.

Does it have warranty? If it does, take it to the nearest apple store and tell them the situation
Ignore what Waqarhussain said. Warranty has nothing to do with your issue.
Don't waste your time, Apple will not help you. Only the original owner can.
The only way the Apple Store is rumored to help is IF you are the original owner and IF you have your original proof of purchase
